That's the whole gunplay and guncrafting mechanic that doesn't really do anything, what a waste.
Yes, Threat's only job is to make enemies duck for cover if you shoot near them but miss. Landing a hit on them will send their suppression level to maximum, and then they ignore threat for a period of time depending on the enemy type.
What people are missing is alert radius, which is where the silenced thanatos actually matters. Loud weapons in general have a alert radius of 45 meters, and is reduced to 1 meter when silenced. (Although the game was patched ages ago so silenced gun alerts don't matter in stealth)
The Thanatos has an alert radius of 35 meters, which is reduced to 0 when silenced. Seems ass-backwards but that's how it works.
Now the kicker. When things are loud, enemies give higher priority to targeting you if they can hear your alerts. If there are two people fighting near each other, the guy with the loud gun will have more enemies shooting at him compared to the silenced guy (Threat doesn't matter here).
In fact, if you're using the silenced thanatos to avoid drawing fire to yourself, this is one of the few cases where Chameleon Ace will actually help avoiding enemies target you, as the part of the targeting equation where it considers how long the enemy is looking at you gets reduced by 15% due to the skill. Normally this slight bonus is completely overridden by using loud weapons in the first place.
Sometimes when I get around the corner the whole room is full of cops, who of course start shooting me. When I fire my LMG that shooting almost instantly dies down to a few single shots, while most cops jump away or at least duck. This gives me enough time to finish them off, since my armour won't go down that fast.
In short: with high threat (groups of) cops you shoot don't shoot back that much, which is a big advantage. It costs only 4 skill points in the lowest Enforcer tier to get yourself up to a decent threat, and will allow you to engage bigger groups of enemies without taking a lot of counter fire.
Yes, but they will still happily shoot you when you're shooting at them. Silenced or not.
