edit: http://www.networksolutions.com/ they're a hosting and web design firm, they likely just hold on to a handful of demains.
As I said, Network Solutions just own the domain, it might never be used, but at some point they acquired it, maybe it was in use at some point and when the owner of the site shut it down he sold the domain to Network Solutions.
Or maybe they just bought a ♥♥♥♥♥♥♥♥ of domains hoping to sell them off to the highest bidder, AkA a GoDaddy move.
Well, if we just let our fantasy run with it, it isn't unfeasible if it could be made into a literally crime net, where you could see where and what crime has been reported in near real time and tracked on the map.

A lot of "companies" do this sort of thing where they buy various domain names and then sell them to the highest bidder once it becomes relevant or popular. It's a rather scummy practise, all things considered.
