What Is The "Tournament" mode and if so how do you get it

Right click the game in your Steam library and choose "Properties" then the "Betas" tab, and then tournament from the drop down. Let it finish downloading. Then you can use it.

It's only two heists though - Slaughterhouse and a modified version of Hoxton Breakout day 2 with all RNG removed. Dozers run, and immune to stun and enemies have high HP over all.

So Is It Also Coming out after deathwish or is it just for fun in the betas tab

Neither, it's for people that want to train for the upcoming payday 2 tournament (even if most of them won't participate). It is not a difficulty and only some of the Dozer changes are going to end up in the final game in the near future (all but the damage-cap)

Correct me if I am wrong but you also can not have both beta and normal game installed. The beta will disable your normal game and you will need to reinstall it when done with the beta... correct?

Correct.
Although I cheesed it by ejecting the ssd my game is on and putting it on my hdd. Then when I was done, I uninstalled it from the hdd and put the ssd back in.

Why do you think the build is called "Tournament build"? For the funsies?
There were a few Payday 2 Tournaments in the past at various Dreamhack events and there another one coming up, this time featuring this build (previous ones had only Slaughterhouse and it was private, so nobody could try it out)

Yes, it is just a speedrunning competition/race, even though Overkill seem to avoid that term.

That's why RNG is reduced as much as possible. And also why I think it should become a time-attack mode when its role is fulfilled.

Which then get dominated by cheaters like the time scoreboard for the first game only listed 1 and 2 seconds as "completion time" for all nine heists.
