It can be 4 human player or 1 human player and 2 A.I
In short it is combination of players A.I or human up to maximum of 4
then i used to use 10 or more ai. (single player).
now i only use 1 ai.
you can turn them off all together or, by using mods, you can add 1, 2 or 3 ai to your team.
so yeah, if you wanted, you can only have 2 or 3 real players and no ai if you dont want them.
And it serves as a distraction for the cops in worst-case scenario too.
Having bots is always better than not having them. The bots may be dumb, but they have a lot of constantly-regenerating health, infinite ammo and infinite downs, plus they generally do what you tell them. With the new ability to ask bots to hold position, they're genuinely better than some of the players you'll run into in random public lobbies :)
The Better Bots mod mostly makes bots better able to follow you (so they don't fall behind as much), be a bit smarter around Special Cops and also prevents them from getting completely stun-locked by the SWAT Van Turret. It's an improvement, but you don't necessarily NEED it.
Player, yes. AI, no. Enemy spawns scale to the number of human players in the game. They do not scale to the number of bots.
