why are you allowed to use guns in SAFEHOUSE?

didnt they say that the safehouse is the place where you relax and take breaks between heists? then why do you still bring your entire gear and weapons with you once you enter? it makes no sense going fully armed inside your own house, ok ok i get it you want to have some giggles and laughs huehueheue, how about this then, once you enter the safehouse, you are in casing mode, no mask or weapons, but you can still interact with everything just fine, if you want to get your gear, just go to WICK shooting range and grab it from a locker, there, this makes more sense...

this isnt relevant much is it?...

Probably because there's a choice between interaction while not being in casing and no interaction except with key cards if you have the skill while in casing. And that second one is boring.

as you notice you cant change guns, ever, like ever, when you are in-game. in order to change your weapons you would need to re-start the map.

That would actually be a nice feature for wicks gun range, press f on a gun rack to go into the inventory screens for the guns, mod one and try it, if you dont like it mod it again, would make testing guns very fast
Its certainly possible to change guns ingame in the engine as many cheaters often show, dont know about stanility tho
