People did forget what DLC and an update even means. Just using it like that proves a lot.

The files and configuration get downloaded forcefully, but you need to pay use it.

I actually said why when there is a DLC the game updates. That only happens when a game has multiplayer in it where if that didn't happen people would see invisible weapons.
In case of singleplayer there is no need for the update.
