nope its the 24 hours cooldown. then you can get a card again by your very next game, after that another 24 hours cooldown.

This is the correct answer. The game is known to have issues connecting to Steam so sometimes the drops don’t occur when they should, but trying again later usually fixes the problem.

It's easy to test out too, just get a card at X hours, then (while having played for a short time) finish a heist in X + 20 hours

I got a skin drop then waited for about 20 hours and tried again. Note: during those 20 hours between drops I had played for at least 30 minutes.
