Diamond Store - can be ECM rushed with a full crew in about a minute or two. Technically gives the most amount of XP per minute if you're with a well coordinated team.

for solo holdout is a pretty good option
there are some maps where you can just AFK safely in a corner and place your AI to defend

Hox Breakout (Doing it without using keycards award you extra 3000 exp)
Election Day stealth for the +20% stealth bonus if you complete both days without triggering the alarm (+5% in day 1, +15% in day 2)

The Dentist's heists have some pretty huge payouts in general, so they are good options if you aren't willing to try any of the previously mentioned stealth options. Maybe some competitive heists have come around since I stopped caring all that much about experience points, though, but as far as I'm concerned, they're still very solid options

Only good if you infamy by levels instead of infamy pool

even with levels you need just one medium length heist on a lower difficulty and you can have a basic build that would work well enough

I suggest Murky Station as long as you don't restart too often & are confident in finishing this heist in a low amount of time if you don't have any friends to ecm rush other heists https://www.youtube.com/watch?v=VSEmbL1Dy7w&t=1765s
I also enjoy doing Big Bank but this heist frustrates people so maybe try Golden Grin instead.

This mod replaces the flavour text of heists in the briefing & descriptions sections with statistics about them & the potential xp that they bring, also having xp notifier would be another good idea so you can see what gives xp & what does not give xp so that you can skip them like on santa's workshop you'll get xp for just making the bags & some more for securing them but when the safe event comes around finishing the safe event gives you quite a bit of xp but the loot that it drops off such as almir's toast/jewelry does not give any xp at all.

And most of the heists reward you extra EXP for bringing extra loot and packages
(Disclaimer: Carrying loot to escape doesn't award you extra EXP)
try and collect as many as possible if you can

But don't do that if:
1. Your team is screwed and running out of supplies
2. You are screwed and running out of supplies
3. You are playing on DS(OD) loud heists

Day one is pretty good for how much xp it gives per min while being super low effort but I'd suggest getting good at day 2 as well, 14 tripmines in enemy spawns & one sentry around the opposite side of the map works well to keep the horde away while you hide waiting for the escape to popup.

Hoxton Breakout has been mentioned already, so I'll add Boiling Point to the list. Scan all the bodies for nice XP, on DW easily over 2 mil.
