Wrong. Once the face is open, the whole head hitbox takes the multiplier.
Do be careful about using shotguns, though. Because of the absurd way shotguns are coded in Payday 2, a lot of times headshots can count as bodyshots depending on how your pellets spread.
When firing shotguns, only one pellet is actually selected for dealing damage, and the other ones hitting the same target are effectively wasted. Pellets that hit the head are given priority over the ones that don't. However, as stated above, hitting the bulldozer's head when the faceplates are still alive doesn't count as a headshot, and faceplate shots are not given priority, which means that the damage dealing pellet is chosen at random. If you're firing at contact range, all pellets will hit the plate and it won't matter much, but anything past that runs the chance of RNG choosing a pellet that hits something other than the plate, in which case tough luck.
