How to increase fps in payday 2?

I have a laptop with 16gb ram, a gtx 1650, i7-9750h and an ssd. My fps is around 20 with max settings and a res of 1920*1080. The cpu and gpu load is around 30-40 percent and the temp is low

the game is 32bit so it generally can't utilise modern hardware
try setting your shadows and textures to medium(this also helps if you crash when loading a heist)
Edit: since your specs are pretty high this may not be an issue but this mod: https://modworkshop.net/mod/29454 will help on the hell's island heist(reduces lighting to make it playable)

If you use any mods then try to reduce their amount to a minimum, especially mod_overrides once. You could also try lowering the body count on the map or installing low violence mod that will remove dead bodies immideatly. As was said before, the game is 32bit so it cannot use more than ~4 gigs of ram.

The main things are to make sure your CPU has a fast clock speed as this does not use multi cores and relies on one core being fast (as in clock speed, not more modern trickery in the post multicore era) to make the game faster, a reasonable GPU and enough memory. If your system is doing a lot in the background and is running low on memory for the system overall then the game will be crash prone or slow. What catches out a lot of modern gamers is that they have a modern CPU that they think should be easily running it but the modern CPU clock speed might actually be lower than what they would have had when this game came out due to the change in focus for CPU design specs. Most people expected CPUs to keep getting faster when this game was being made and that never happened. It's what original Crysis development expected too but instead we got multicore and so it was boned.

Upside is it means it runs on even older laptops pretty well.

lowspecgamer used to have a video to set payday 2 on lowest settings by messing around its renderer_settings.xml, but got deleted for no reason.

Wait till I get to home or if I remember. I don't know.

Edit: Found the guide. It has the exact programming codes you need to know to set Payday 2 on LOWEST settings. I'll share my own version later, or not.

Just copy starting from <renderer_settings> and ends at </renderer_settings>.

Mind you certain mods can f*ck with the game if you use this setting. One of it is causing entire map covered by shadows in your surroundings. If that happens, disable that mod.

Apply this setting correctly, then the character in Payday 2 menu will appear without lightning at all. Play the game with nightvision or simply use PD1: Dinero color gradient for better brightness and contrast.

One thing that helped me was to lower the body limit.

Oh I almost forgot. You know what makes most latest heist runs like dogsh*t?

It's the unnecessary overused dynamic lightning that caused the game runs like dirt. Disable it and your game runs like charm as long as the map doesn't swarm with 100 corpses and cops or something.
