Secondary : Judge and Loco
The Breaker 12 is also okay if you're running a shotgun build. Ammo pick up's good, spread is decent, and the reload animation is cool.
For secondaries all (except the Grimm) have a reason for you to use them. Judge for power, Locomotive for general use, Goliath for spam fire.
For a secondary shotgun, some prefer the Goliath 12G but I prefer the Judge, for its high damage and concealment, and the Grimm 12G shotguns for its high rate of fire.
It's just better to carry the same weapon type in both slots so you don't have to get different type of weapon skills. Unless you have an utility weapon, like 5/7 or grenade launcher.
Actually, you can BUT you have to ace the Overkill skill and must kill a target with a shotgun. I used an assault rifle for my primary, and a shotgun for my secondary that had a high rate of fire and incendiary buckshot (though the OP said he preferred no DLCs so that will be tough to achieve). I suppose The Judge would have to do then in that scenario.
