The Hotline Miami DLC does not include Jacket; it never did.
Also, buying the DLC often doesn't simply *give* you the items it mentions, it just unlocks the ability for them to be dropped during card drops for you (this is mainly the case for masks).
It's very important to read exactly what the DLC gives you - one of the main confusing DLCs is the Scarface Heist DLC, which is different to the Scarface Character Pack DLC (which is no longer available). The Heist DLC doesn't give access to Scarface, or the Kingpin Perk Deck.
Couple that with extremely similar sounding heist names (I'm looking at you: Diamond Store, Diamond Heist, The Diamond), and it's very important to make sure you know what you're getting for what.
