Stealth..... i dont play stealth.
Depends on skills, your own understanding of the game, etc.
But generally, i think Stoic, Hacker and Kingpin (no longer available)
For stealth Hacker is the best imo. An instant 6s ecm is a big life saver. You will need ecms for maps crowded with Cams and drones. For maps that is easy to kill the camera guy or no cameras i recommend Yakuza: its fun to use and useful,just burn yourself aand you are the fastest man in the world
Stoic because it is broken op in loud.
Hacker because you can outsmart cams, delay a pager if you have 2 to answere etc.

Loud: Varies. Depends on the heist and build. Sociopath, Hacker, and Anarchist are all top-tier.
stealth is obviously hacker, yakuza atleast stands a chance due to its INSANE ♥♥♥♥♥♥♥ SPEED, but dear god burglar i dislike burglar due to how outdated it is, oh cool you can bag bodies 20% faster, and answer pagers 10% faster? let me rephrase this, you are bagging corpses in 1.6s compared to 2s, and answering pagers in 9s instead of 10, bruh you can already answer 2 pagers at once since the timer is 12s for the alarm to go off, hacker can answer 3 pagers at once with their pecm. the quick interaction boost is already like 75% more interaction speed why would i use burglar? using it with other players? am i really going to bag all the bodies and answer all the pagers for these yakuza/hacker deck stealthers?
the real stealth deck is anarchist, transporter op for big oil, anarchist's 270 armor with lbv+die hard aced and transporter = 27% of something for moving engines on big oil.
stealth: hacker
For Stealth there really isn't any one best, Hacker is definitely the most flexible, but if you have a heist down and aren't ECM rushing, using Yakuza and getting an even faster movespeed is always good, and Burglar lets you pull off some things in niche situations that you couldn't before.
