Some stuff is for owning Hotline Miami 1 too as i remember.
But it is a very cool game that you should play anyway to learn more about original Jacket.
Base game gets you masks
HM1 gets you masks and a briefcase.
Unfortunately Australians can't obtain Jacket via their steam store. Overkill no longer gives out codes to Australian Citizens.

Yeah, I remember when it was first a thing; but I never really felt comfortable scanning my drivers license to send to a videogame company - and then I quit playing like in 2018 and it didn't matter anymore. :-p
(I get that they had to have some form of verification to help us out, given our government's stance on videogames, but I still prefer to be a little privacy-conscious.)
