On additional note, I can say L4D2 is somewhat capped in it's difficulty and this cap is fairly easy to achieve. I would say L4D2 Expert can be compared to Payday 2 Overkill.
Both game used to share a lot of similiar if not same mechanics: you could get incapacitated just to be helped back up, but your teammates should hurry or you will «die»! And also you could go into this state only fixed number of times before finally «dying» for good. But even then you could be brought back into the ranks of living, be it by Rescue Closets in L4D2 or Hostage Trade in Payday. And of course healing with med-kits would reset your counter of incapacitations, so you're as good as new. And that's only talking about heath aspect. The HUD was also arranged in very similiar manner as it was in L4D2. And the heist system they came up with appeared to somewhat mirror camapign system of L4D2, so after playing a little you could return later without feeling of abandoning progress. And there is still a lot more.
So back in the days, Payday was indeed just a L4D2 clone, but not a bad one as you may see! The only question is, is how that person claims that Payday 2 became a worse L4D2 clone. At very least, I can say it's debatable. But even if it's indeed worse, I still wonder what do they mean by that.
The first Payday literally used some minor assets that makes you think, that you´re playing L4D with a different skin. But PD:TH has it´s own unique gameplay. You could say the same to the first 2 1/2 years of Payday 2. But since then, balance went down the toilet, the cop spawn was bloated up massively and today, you just have a terrible L4D clone gameplay wise, where the zombies just shoot back.
That's my only minor complaint atm, but the rest of the game is fantastic.
Yeah, that´s my main problem with the game and this is bad for the gameplay. Even L4D has bigger breaks between the waves, but in Payday cops respawn constantly and faster than you can reload your weapon. And when the assault ends, you have like 30 seconds until the next assault arrives and then repeat anything mentioned before.
You can think whatever you want, but this isn´t the game anymore I actually bought for the reasons back there. With this completely ♥♥♥♥♥♥ up balance, this game is nothing more than a worse L4D.

And then you find comments underneath old PAYDAY: The Heist videos calling it a Call of Duty clone. I can go with PAYDAY being L4D but the zombies have guns but seriously?! CoD?! I'd assume it were young children.
