Couple of guests near Stairs on Buluk Mansion DS.
Is there a reliable way to get past them?

By taking the stairs from the upper floor and hugging the wall. Don't run stay crouched. I reccomend using sixth sense before getting past the door because a guard may be there.

The one at the left side (living room) would require luck on the detection cycle to make it past. I would kill and bag the 2 civis.

As for the ones in the main hall (where the churros is), we can hug the stairs from the right side and quickly move to the NE corner, but watch out for the guard upstairs, like this (at 3:13 video time):
