Report a translation problem
I suspect it was planned for a cross promotion and then was dropped. There's no reason for them to completely finish a full outfit set and put it into the game and then just forget about it for so long. Maybe a Saint's Row cross over? A while ago SR had the remasters come out. Maybe there were other plans.
Sometimes things just get left out (of games). It's the law of design. Sometimes there just is no apparent reason why things get left out. Maybe the outfit is finished and they just decided to put it into the game and test it out. Maybe they already have a use for it but haven't released it publicly yet.
But as discussed earlier the outfit might be a reward in the later Infamy levels as we only have rewards up to level 65 of Infamy. Beyond that, nothing, unless you count the Achievements as rewards themselves.
That is NOT cheating though. It's like complaining because someone plays chess with fancy chess pieces or a nice board that isn't the usual black and white squares. If it doesn't change GAMEPLAY at all then it is not cheating. The chess game is still the same as before. Same rules and restrictions.
It is not a reward for anything. It does not change the game mechanics or play in any way whatsoever. It's no different from modding in a skin for your heisters, which is also not cheating.
If it becomes a reward later then you can argue the case is cheating that specific reward. Until then, no. It's just crazy to start calling all skins and cosmetics in all games cheats as you would have to do so to to categorize this as a "cheat".

But I think you missed my point, or it seems you just read the part where I said "Yes".

The acts of gaining information or unlocking hidden, single and multi player game. content can be through cheating (external softwares, editing files, etc.) but there is a huge line between cheating in single player games and multi player games, be it co-op or PvP.
It's content locked off from other players unless they install a mod that is classified as cheating as it skips the process of purchasing DLCs. You may have guessed what the mod is. And skin and cosmetic changes that are local are mods, not cheats and thus will not divide player base.
That's a mod. again. It doesn't affect the gameplay (most of the time), it doesn't change the experience for anyone else other than the player who has the mod installed.
Bottom line being, if an item can not be obtained through legit methods, unlocking it is cheating. If an item is global but can not be obtained yet, unlocking it through any method is cheating.

The use of mods to unlock this outfit, that is not meant to be unlocked... yet, is still cheating, cosmetic or not.
I kind of hope it was an elaborate troll attempt. If it was, they got me hard. If it wasn't, well my points still stand.
