RNG for perks - *dont play dodge* boom no rng
RNG for heists is good because it adds replayability, if you like repitition then diamond store spam and get infamy 500 and get clout :))) but for the rest of us sane people RNG is good for the game and is a MECHANIC in the game that is good.
Side note: RNGmod = cheat unless speedrunning or used sparingly in solo no ai's, alot of people been saying it isnt a cheat but it gives a massive advantage so yeh
What kind of professional criminal wouldnt be able to case the joint before hand, or bring simple stuff like a crowbar?
Also, you can bait them to leave the map, making the way clear
The hot take: RNG isn't a core element of the Payday series.
The cool take: RNG is a standard tool for game development to increase diversity and length.
The thing with RNG is it a simplified way of adding in complexity without you know... adding complexity. Because system depth can and will break your system eventually. Additionally, RNG is cost effective. Sure they could remove RNG elements from heists but then the replayability would go down (they have stats on this... it's a pretty much known thing).
Could they remove RNG elements from PD2? Sure. There is a mod that does that. You could even have a mod to remove Dodge as a mechanic. If one was really extreme they could even remove the RNG from stability and accuracy and instead employ a bullet drop, bullet velocity, and bullet penetration system. Would that make the game better? Doubtful is my take.
Generally RNG is minimalized in competitive PvP games, where the competition is between the skills of the player rather than the luck of the draw. You can see this games like R6 Siege or most Squad Team Deathmatch shooters. Where the only randomization is in the recoil (but not the spray pattern) and accuracy of shots, even when the game does have more realistic bullet physics. But in cases of Battle Royal games, they added in RNG into the early game for finding your equipment.
In BRs the amount of players on the field is large enough that without this 'skilled' players would dominate the less skilled and the world would depopulate quickly... mostly ending the same group of players fighting each other in each session. Adding in the possibility of bad loot helps level out the field a bit, and therefore makes each match more interesting in the long run.
But PD2 isn't a competitive PvP shooter. And the only real competitive action is in speedrunning, where RNG modifiers might even be allowed for their times (it's been a while since I checked what mods were allowed). So the RNG elements in heists are just there for added variation, in addition to test your memory and adaptation to a changing environment.
There isn't even that much RNG in PD2 anyways... we have RNG in accuracy and recoil; map elements for heists (even though the objectives remain the same); dodge mechanics; extra loot on some maps; and some skills like critical hits, feign death and heavy impact. So most of the RNG is avoidable and situational. People would still curse RNG even if it wasn't a factor. How priority/aggro works has no RNG involved. Nor does when a cloaker decides to kick you. Even the RNG in when a flashbang is spawned is pretty much irrelevant.
So if OP just wants replay the same heist over and over again with the same map elements... just get a RNG mod and set to the elements you want.
Although even with the RNG elements, I find most heists play the same where the only true RNG is actions of public players. Meltdown? Doesn't matter where the nukes or loot spawns it always plays the same. Shadow Raid... same thing.
If pd2 doesnt have a monopoly, more people would be moving to other alternatives

If everything works 100% the same, you will get bored very fast, because you know what comes next at what time. You will see this one day, too. Even if you say today you prefer it that way. You have like 85 right now. The answer here is obvious.
GTA 5 is the worst example, you could bring with, while the heist missions from there are ironically the best example why you´re wrong with your opinion.
