In total you get 35% extra armor with maxed out armorer (280.5 armor points, ICTV), that makes you able to take 2 shots from heavies on highest difficulties if you're wearing ICTV armor. And you can survive a sniper shot without health damage if your armor is full.
I used Stoic for three heists and then went back to my Armorer build. Armorer is hellishly consistent and easy to use for any difficulty. Definitely my fav perk deck in the game.

Compare that to other common suit based perks like rogue and sicario without skills, at full hp and armor (20 armor + 230 hp - 240 dmg = 10 hp) or hacker (20 armor + 276 hp - 240 dmg = 56 hp) and you'll see that theoretically snipers are as much of a threat to other suit users as they are to an anarchist. Anarchist's problem is it might not always have full armor cause of constant armor chipping, or the player might have berserker so they have even less hp.
Anarchist is one of the most common decks to use Berserker with along with Armorer.
