Report a translation problem
Obvious ones include stealthing framing frame (25% bonus) then doing something like Rats or HoxOut.
Other options include:
ECM rushing Diamond Store. With a coordinated 4 man crew, you can get it done in literally 2 minutes. Don't need to answer pagers if you chain ECMs.
Murky Station/Election Day: Fast and easy at low levels, good for after you infamy and want a few skill points before you do some harder maps.
Crime Spree: Pretty obvious. Don't have to worry about additional loot which makes runs faster.
Holdout: Same as above. Let the AI do the heavy lifting, team AI and Jokers will hard carry.
Up to level 30 - DS Diamond Store
Up to level 70 - Any heist that isn't part of the next bit (DS if stealth, DW if loud).
level 70 to level 100 - Hotline Miami (all loot), Rats (7 dags & max loot), Hoxton Breakout, Cook-Off (any amount of bags), Golden Grin (loud), and Goat Sim (Farmer Miserable is the highest XP pay out of a non infinite heist).
But really it just comes down to finding the heists you like and grinding among those, switching between a bunch of them to keep the Heat penalty from raising up.

Long answer:
If you are solo playing: big oil day 1 stealth rushes are best xp, except on fresh infamy (level 0) you need to do 1 stealth of diamond store on death sentence (DS). You should be able to create a DS diamond store even though you are level 0 now (I don't know when it changed, but you can do it now). The ♥♥♥♥♥♥ part about big oil day 1 though is there is an RNG element where many more gangsters can spawn and basically ruin your day since you really need to get all of the intel for maximum xp bonus. IMO diamond store is just more consistent xp/min on average, even solo.
With a team of at least 2 people, ideally 4: Diamond store ECM rushes are pragmatically the best xp/min in the game even at -30% penalty. The only other 'rotations' that are better in xp require 4 very highly skilled players. Further, even with the new posted times of 1 min 40 on shadow raid ECM rushes, shadow raid is a more technically challenging heist to ECM rush and nets less xp/min.
If you have a god team of 4 players that are extremely consistent: Diamond store ECM rush -> Golden Grin ECM rush -> Election day ECM rush day 1 and 2 -> Big Bank ECM rush. The caveats here is that if you even so much as mess up one of the long heists like election day 2, golden grin, or big bank at 1 minute or more into the heist, then the xp/hr is drastically impacted and drops below diamond store ECM rush xp/min. In fact, the xp/min differential is somewhere around 5% make the risk of doing the difficult 4 heist rotation not worth it. Failing occasionally on diamond store ECM rushes has little impact on the average xp/min over a full infamy session since it is such a fast heist (60-80 seconds or so) and usually failures only occur within the first 15 seconds. Typically with a good group I get maybe 1-3 heist failures every 45 min. Also, when doing these rotations, any time you infamy you need to run a diamond store on DS because (most of) the other heists require that you bring an ECM to support your team (i.e., big bank and golden grin) AND that every heist has a JC value significantly higher than diamond store (20 vs 40, 60 and 70) which means if you run those non-diamond store heists at level 0, your XP penalty is huge.
Here's some numbers for comparison in brief (assumes all 8 players are using team boosts, ignores an XP penalties due to JC levels, times include 15 seconds added for loading times between heists to purchase the contract and start the heist):
Diamond store, 1 min 30 per heist, -30% reduction: 593,880 xp/min
Shadow raid, 1 min 55 per heist, -30% reduction: 510,365 xp/min
Rotation with no reduction: Diamond Store (5% stealth bonus, 1 min 30), Shadow Raid (5% stealth bonus, 1 min 55), Election Day (20% stealth bonus, 4 minutes for both days total), Big Bank (15% stealth bonus, 7 min 40 sec); ~15 min total time: 617,716 xp/min
Same rotation as above, but replace shadow raid with Golden Grin; ~16.5-17 min: 638,733 xp/min
In my many solo Infamy starts, I've found Murky Station to be one of the easiest and most engaging. It's easily solo'd, gives good exp, and doesn't require any skills.
Use Yakuza + a molotov to give the inital speed bonus. From there, scan the front 2 trains for their panels, if neither have any head straight down to the basement. There are 2 patrolling guards, plus 1 in the adjacent wing. On DSOD, odds are if you get caught top level with no skills you're screwed so don't feel bad for burning pagers down here.
Get any equipment from the basement, then exit by the water, climb up and scan the trains next to you. Go left and check the sign for equipment spawns if you're unsure.
From there, open trains and use your equipment. Depending on where the train spawns (and where the escape spawns), I personally only take the EMP and any Pistols that spawn.
-1x each BR/Pistols always spawn in the basement
-Grabbing each equipment for the first time and opening the corresponding train gives exp
-You can sprint with pistols
-If there are no guards, with a boat escape, and the closest train car with keycard/blow torch spawns, then I throw the BRs into the boat as well.
Fast, I average about 3-4 mins, good exp (0 to ~40), easily solo'd, but good scaling on e.g duos. (Have them schelp bags).
Just something_else to break the dozens of ED/DS/HoxOut/Cook Off runs I've done.
Shout out to the ye olde method of pre-DW, pre-Infamy grinding: Rush FF, do Rats. Blow the lab right away, blow the safe day 2, shoot the bus by standing on a car near the spawn day 3, immediately leave. Took minutes and gave stupid amounts of EXP.
As an aside, remember that XP is calculated during the heist and rewarded at the end, meaning if you join part way into a heist, you only get XP calculated from that point on.
There are lot of threads on this too, if you feel like searching and reading. You'll find a lot of XP/min discussion, but keep in mind most these require ECM rushing with other players with some degree of communication and coordination. And most don't include downtime in their calculations. You can find what works best for you from finding out what heists are fastest for you, and checking out their XP/min.
Ultimately, I think you'll find that speeding through the levels and infamies isn't really that worth it. If you like the game, then you'll get to the end just by playing and enjoying the heists you like. But if you're really trying to get that C infamy card then probably doing a mixture of the above suggestions the best.

as side notes it's usually not worth it to play ds for exp since the exp gain difference is marginal and really ain't worth the massive escale in difficulty
and the reason diamond store ain't done in loud is 'cause the van leaves after the alarm goes off
If you want to get exp fast regardless easiest method is spamming jewelry store over and over again, 2 more efficient methods for exp are to ecm rush big bank or golden grin, tho keep in mind that both require a full squad and infinitely more coordination that jewelry store, if what you want is to play the game like normal a mayhem or dw run of rats with full bags should get very close to the level 70 mark or if you already are there play cook-off for as long as you feel confortable with
Stealth... Honestly, I'd do a dozen Yachts instead of single Golden Grin in Stealth. Too huge, too confusing.
Solo:
- Ukranian Job/Diamond Store/whatever you want to at least level 50 (or whatever you need to do DW loud).
- Holdout solo w/AI. Mallcrasher is pretty easy. Apparently Alesso is doable if you hang out in the popcorn shack?
- Between Holdouts, do a Jewelry Store on normal for easy 5% boost, or do Murky Station for 15% boost (with good rng you can be out in 5 minutes and gain 800k xp on DS).
- Repeat steps 2 and 3 until level 100 (or close enough).
You only need to do 3 or 4 holdouts (2 hrs total, at least 16.5 million xp gained for 3 holdouts) to reach level 100. Add about 1 hour to get to the level you need to do them and it's at most 3 hours per infamy.
