The change was only affecting Paras that where bought after the update. Paras bought before the update stayed unchanged. The game counted the changed bolt as a modification so it was possible to get the achievement with Paras bought before the update but not with Paras bought after the update.
This was fixed in April 2018 (update 178) but I'm not sure how they fixed it.
It's just a idea but maybe the fix didn't affect weapons that were bought before the fix so Paras bought between the 2 updates are bugged and now a player in the group is owning/using such a Para. In any case it's a good idea to use completely new weapons and to tripple check if every player is using the correct AK.
