How is DLC Unlocker legal?

I literally have no idea. It's straight up piracy, and unlike Fallout 4, this game actually deserves get money for DLC and not have a bunch of hyper-sweats just use DLC Unlocker.

ovk has very liberal policy regarding cheat mods, they don't really care but sure it hurts devs so it's just a moral thing here

Plus, a great % of community isn't willing to play with people using it or other cheaty-ish mods

Well it quite really isn't. DLC unlocker is one of the very few mods ovk doesn't exactly allow.

It's never been approved, quite the opposite. You get marked as a cheater by the in-game detection if you use anything like that and it's always lead to locked threads.

Well yeah it is piracy and obviously considered a no-go. Overkill has no means to directly punish its usage, though.
