EDIT: Apparently, you also have to beat Hoxton Breakout
Bruh, you don't need infamy 25 to get it. You need to buy it with an infamy point while already having a path carved out for it. If you made a beeline for the Demonshank mask, you should be able to get it as early as infamy level 4
Don't blame me, infamy system just changed.
I'd recommend you get all the ones adjacent to The Heat first, though. Those provide reductions in the amount of skill points you have to spend to unlock higher-tier skills, which is very useful. The Demonshank tile mostly only gives the cosmetic benefit of having the mask

And the Infamy system changed, it's no longer a grid but a linear one. I don't actually know if the order of rewards is set or random, as I was already XXV at the change, and I didn't care to check and compare. But your information is surely outdated, making your advice wrong.
