The reset does not affect steam achievements so long as you don't have a mod installed that expressly makes it reset them. it will affect the in game ones in the safehouse menu.
You can choose to discriminate and filter out modders from your lobbies, I never used the feature so i honestly don't know the answer as to how exactly it works though so someone else might be able to explain it better. The best way to run into fewer cheaters is just play the game with friends
a reset would likely reset the burn the money thing, so unless you want to go out of your way to unlock every steam achievement before you reset i don't personally see any reason to do something before.
So an in-game reset it is, thanks folks.
