In no particular order.
Even most the 10K and high thousands appearing were cheated. There's a few that legit got into thousands and I'd have zero doubt from the hours they put in and them being known as hardcore players who spent the weeks and months to get there, but most are frauds and cheats. Like when we're already seeing Infamy 500 people pop up.
You only need to work out how many hours of playing it takes to get that high and it's obvious. No one got legit 100K or 1Million sprees. I've seen people talking about tens of million point sprees too. Laughable and clearly cheating.
Wonder if devs fixing crimespree has helped anyone living in denial about this.
Shame that the legit players with high crimesprees have to end them to progress with the new infamies though.
On the XP question. ECM rush with a team beats everything.
Otherwise a good, rewarding albeit boring method is Holdout.
Works great solo and takes about 2,5 hours per infamy.
Can be mixed with stealth suggestions above if you are good and consistent with them.
I personally do Holdout as it is very consistent and gives good rewards (spending cash, off shore cash, 12 card drops, continental coins) while being close to as effiecient as it can be as a solo player EXP-wise.
