I've had a few friends already reach 50+ and saw a few claim to reach C in under 50h.
Take zipline up to roof and put 2x on front and back.
Yeah Cook Off has the advantage of being doable solo. As you mentionned you need a coordinated group to ECM rush and grind XP in stealth or you need to play well enough to survive in Holdout.
Once infamy 25+, Holdout can bring you level 100 in 2 hours but a safer Mayhem Cook Off can bring you level 100 in 2 hours and a half, 3 hours max.
Running med bags with Anarchist is enough to safely win a Mayhem Cook Off solo with any weapon if you don't act stupid when going outside the house. Bots will do most of the job. With most XP boosts active, running DW vs Mayhem will not reduce significantly the amount of bags needed but will make the game way easier.
Overall, Cook Off is probably the safest and easiest way to grind XP but there are better alternative if you can get a group of player to cooperate.
I am personally confortable solo on Mayhem difficulty. I would only advice Death Wish with other players or if you know what you are doing (even then the difference of bags required is probably not worth the extra difficulty). Go Overkill if you are struggling on Mayhem. Playing under Overkill is a waste of time XP wise.
I personally wait to reach level 51 to prevent the 10% XP penalty of being level 50- and to have some points to invest.
I go for a sniper build with the Nagant and the Mark 10 as secondary. I go full Medic tree to get Inspire and two med bags to play it safe. I then take the mobility skill of artful dodger and resilient Aced + bullseye in the tank tree. The few points left go toward improving my weapons performances. I finally take the Anarchist perk deck as it works very well for everything, requires no point investments and I can play with the suit.
If you are careful enough when going outside you can still allow yourself to go down from time to time because of all the med bags you have. The bots will also kill and tank a lot of enemies which will also drop free ammo for you so it shouldn't be a problem.
EDIT: snipers are my favorite and I'm really used to the aim and feel confident with them. A shotgun build would probably work better (as they often do). You should mostly focus on survival IMO as the bots will do most of the killing.
IF not does the formular you have standing there count for every xp per bag calculation ?
I will work on adding the other maps. I didn't bother at first because they give less XP per bag but it won't be too much work.
The formula written in the lower part of the first page is the one applied for every heist where bags land XP. Any XP gained per heist (through bags secured but also through objectives completed for certain maps) goes through the same process of calculation presented in the document. Just change the base value accordingly.

I finally won't add those heists considering that they produce so little amount of XP in comparison to Cook Off.
I specified the different values in my guide for the sake of it but I don't believe it is worth adding to the spreadsheet.
