Why did they make it like this? Is there any way to play so that I don't have to pay for the weapons every single time?
Almost literally like Prestige from the COD games. When you reach level 100, you can opt to gain one level of Infamy; doing this resets your level back to 1, but you gain additional permanent EXP modifiers (stacking up to about 200% at Infamy Level 25) and a specific reward for each Infamy level, ranging from masks, outfits, gun colors, and others.
Your very first level of Infamy also decreases the amount of skill points required to unlock the tier four skill for all trees (IIRC, from sixteen or eighteen down to fourteen), allowing you to access the tier four skills with less investment in other skills you wouldn't necessarily use.
There are up to 500 Infamy levels, but there are only rewards up to Infamy 100 (and, as mentioned, EXP increases only go up to Infamy 25). Strictly speaking, you don't really need to Infamy at all if you don't want to, and you can stop whenever you want. Nothing beyond Infamy 1 changes gameplay, nothing beyond Infamy 25 gives you extra EXP, and nothing beyond 100 has rewards (as of yet, at least).
To give you an idea how the grind goes, you need 23.336.413 total XP to get from level 0 to 100. You need 11.461.170 total XP (about half) to get from level 0 to 80. I can get from 0 to 50 in only a couple of heists and after that I just play the game until I get to 100. Some heists are better to farm than others and holdout mode gives a sh!t-ton of xp if you can survive all the waves, with a +25% stealth bonus (from framing frame only) I get about 6mil xp in 30 minutes.

I think he meant Vlad's Ukrainian Job, not Jiu Feng's Ukrainian Prisoner Job. It's basically a really easy and short heist you can literally do it in under a minute.
