Best perk for regen healt?
I love using sniper rifle, so usually i don't run around the map so mutch, for this i use "muscle" because it give me health doing nothing. There are some perks good as muscle? Maybe focused in killing

Well, Ex-president works well I guess.
You stay long, you kill a lot, if they come near and broke your armor and some health, you get it fixed quickly.
Grinder works as good or even better.

To be honest, the best HP regen perk is Grinder. But for armor its Stoic or Kingpin.

Grinder is very good for lower difficulties but the hp regen from it is negligible on higher difficulties. Ex-president is good up to mayhem but it struggles in deathwish and above. Stoic is basically god mode at this point, especially with ICTV. Kingpin on the other hand doesn’t require armour to be good. Kingpin suit is objectively better than ICTV kingpin simply because of the extra mobility and the potential to make a kingpin crit build.

But then they over nerfed it, and honestly, going back to default would be fine now that we have difficulties like death sentance.

Muscle: The most no-thrills of the existing HP regen decks. Works great on DW and below.
Grinder: Limited to Suit/LBV, you regenerate health by dealing damage. High agility, high HP regen, though it's very much so a win-more deck. Very aggressive deck, great for being in the action.
Ex-Presidents: Killing cops builds up a cache of health, which is then converted to actual health when your armor breaks and then recovers. It's weird and hard to use, but it's DS viable if you get good at it.
Biker: Pretty weak but usable on DW. Kills you or your teammates make heal you and give you armor. Amount of each given is dependent upon the amount of the other missing (less HP - more armor).
Gambler: Also pretty weak, being a questionable choice on DW. Ammo packs you pick up heal both you and teammates. Great for high agility builds, or for low ammo efficiency weapons.

Overall, I'd say the best deck for you is probably Muscle, with Jokers to speed up your HP regen. If you want to experiment, try Biker or maybe Grinder.

Vaper is DW viable and you can greatly support one of your teammates, by giving him good hp regen. But it requires a lot of constant killing.

Muscle, kingpin, gambler, grinder, infiltrator, sociopath, pick your poison. Muscle is the most reliable health regen, since it's completely passive and a percentage, plus your health becomes almost doubled.

Lately I've been having a lot of fun with ex presidents. Rack up a bunch of kills to build reserve health, dash into battle to break your armor and regen health. Takes a bit of getting used to, but once you do it's a lot of fun. I suggest running it with a ballistic vest of some kind instead of a two piece suit or ictv.

Ex-president would be great if the armor regen worked properly instead of being valid only for the first attempt of regenerating the armor.

What? Grinder is OP as hell the way it is. It's the only deck you can use to do DS Tabula Rasa. 0 points + dragon rounds + grinder = easy win.

The best health regen perk imo is either stoic or grinder though stoic is more powerful.

I'd rather have it regen a percentage of the player's current total health instead of a normal value. It's a bit annoying to use jokers with grinder because it doesn't really increase your effective health, just your total health.
So... really if you want more burst style health regeneration, but keep the high health tankiness of Muscle, then your only options are Kingpin or Stoic. I wouldn't recommned either Biker or Gambler (as that requires a risky playstyle since you need to both kill enemies and pick-up the ammo boxes), or Grinder or Ex-Presidents since those are more about low armour and mitigating the incoming damage by outgoing damage.

Grinder all the way. Ex Presidents though has its uses.
