As for what perk deck to use, it depends on your guns and skills. If you're running something like the Judge and/or Mosconi with dodge skills, then Rogue, Ex-Presidents or Crook may be a good fit. If you're running heavy armor, then Armorer, Muscle or Maniac may be a good fit.
Anarchist is very nice, I would always recommend it. However, Armorer is the free alternative to it, and it performs decent enough comparatively.
If you're using the Gage Shotgun Pack, trying using the Raven. It works phenominally for both dodge and armor builds, depending on which way you modify it.

As others have pointed out, Hitman is the worst perk deck in the game. The extra ammo capacity doesn't help the akimbos and doesn't stack with the skill, and around update 100 they removed the stability bonuses. There is literally no reason to use Hitman, since the armor recovery benefits are absolutely trash and its one defining feature was taken away when akimbos no longer needed a skill to use after update 100.
You literally described exactly what Infiltrator was made to do.
Instead, I would do something like what they did with Crook, but with the Two-Piece Suit. Make the suit tankier while still retaining a good amount of dodge, and all of a sudden armor recovery isn't terrible any more. If Hitman helped out dodge, then the armor recovery would be useful, but right now it's trash.
