very heavy screen tearing, not sure what to do
i have:

i5 7600k
XFX rx480 8gb black edition gddr5 gpu
MSI sli plus motherboard
corsair vengence ddr4 3000mhz white led (2x8gb)
a samsung 55inch 4k tv
(i keep he resolution at 1920x1080 often, i dont like small screens/also limited on room space)

to begin with, everything is on default settings, i havent even overclocked anything, i was just seeing what i got going here in terms of gaming..I got payday 2 and the screen tearing was just terrible that it looked like fast moving chinky colored images flying everywhere. nearly unplayable. i dont know what do do with the settings, i have tried lowering the resolution which worked to an extent by going to a smaller resolution, and then i went back to the setting i had above and tried turning shadows lower and video to medium, still nothing playable. Vsync didnt seem to do anything whether it was on or off in any of the attempts i did. Im just confused as to why my old xbox 360 seems to run this game smoother and at a better resolutiom than this new pc build i have at the moment. is there ANY remedy to this?

bonus issue, for this game i prefer to have the wireless 360 controller instead of WASD but i notiiced that there is a half second input lag during my gameplay. i tried turning the look sensitivity higher and all it did was lag the same but switched directions at a faster rate. what would i need to do here?

other info: i run other games like outlast 2 on the highest setting just fine, and didnt have these issues with it. and on cluster truck, i also use the 360 wireless controller with a cheap ebay dongle and it responds instantly which is good for such a fast paced game. I just dont understand why payday 2 is having such a difficult time doing what i already know my pc is capable of.

OP, I don't think you're getting screen tearing. Is your screen "Shaking" at all?
shaking as in just the visuals on the screen? id say yes. its just so broken and "swirly" looking whenever i strafe or move the camera around at all. and if i get placed into an online game that has stuff already hitting the fan, then the tearing and clunkiness gets even worse. there is definitely screen tearing tho. even in the safe house, where the background is stationary, moving the camera in circles causes a few horizontal screan lines to not line up with each other as i look around. would it be possible to have more than just screen tearing as an issue?
I think I know the problem. If you're on windows, go to
This PC > Windows (C:) [The can C can be any letter ranging from C to Z] > Users > [YourPCNameHere] > AppData > Local > PAYDAY 2

From there, open renderer_settings.xml, and change the refresh rate value (probably 25) to your monitors refresh rate

Hm. You're right, I'm being stupid it seems. However it does apparently fix mouse/controller lag which was mentioned in his "bonus issue".
It seems i'm being stupider.

Turn on Flush GPU and possibly V-sync, they claim to fix screen tearing.

I went back and did. He didn't mention Flush GPU... And honestly I can't even remember if it was part of default settings, it's been so long.

Do NOT ENABLE vsync in the game. Pd2 vsync eats frames like there is no tomorrow.

Set the in game frame limiter to your screen frequency or the slightly above setting available (do nit set it too much or your gpu will overheat) and activate the vsync for Pd2 through the gpu control panel

vsync and flush gpu has been on the whole time apparently. i finally found the rendering settings but for some reason it keeps trying to load in internet explorer. when i put open with firefox instead it brought me to text based document tree that i cannot edit. at the top it says "This XML file does not appear to have any style information associated with it. The document tree is shown below."

is there anyway i can change the refresh rate without having to go through internet explorer ? ive left it alone for about 5 minutes now and it doesnt say that its not responding but it also isnt loading or displaying anything other than the url in the address bar.

Open it with notepad or any text editor

Thanks!!! Changing the refresh rate is what fixed it! Fairly stupid that it isn't included in the ingame settings like most games . . .
