This works because everyone basicly play their own game on their machine. Where the others are and what they do actually dont matter. The side effect us that sometimes a player can "teleport" on your screen because your game is told where he actually is. Main reason why PvP is impossible in payday.
He is not hacking, he is talking about slow mo when going down ;-)

Time slows down when you mask up in front of people.
It's funniest when the host bumps into someone, everyone else witnesses the guards opening fire on them like crazy but no one else is alerted by it because it isn't actually happening on the host's end and they're still masking up in bullet time with the guards slooooowly drawing their weapons.
The slow motion effect was added sometime incredibly early on; it might have even been in the first playable betas of PD2, if I recall.
Being a programmer myself I find ut very facinating and am impressed of how they got that to work. However I am fullt aware of why they can never add PvP to this, and understand how desync can hurt stealth :-)
