It's not that the reset can only be used once, or that it can only be used by cheaters.
Anybody can use it as many times as they want. All it does is clear all in-game progress, achievements, and CrimeNet statistics.
The "one time" and "cheater" part you likely heard about is:
If someone is caught cheating, they get banned from the forums / community group. If the cheater uses this mod to wipe all their progress, and show proof to the moderators that they've done so, the moderators will unban them. But they only get unbanned one time. If the user is caught cheating again, they get banned permanently.
You can only do it once if you're doing an unbanned - meaning you can only be unbanned once. You can use the mod as much as you like.
It's meant for anyone who needs or wants to reset for any reason. Bad start, wants to start over for the challenge, it's totally up to the user.
