you unlock it by joining the community, but if you assemble then sell it you're unfortunately out of luck
you'll have to get it from card drops or reset progress like i did just to get it for that stupid achievement

OP, join the PD2 Community by clicking "Follow" on PAYDAY 2 Steam Store page. And after that log into game and buy that mask from in-game market.Simple as that.

Have you obtained the "Mark" before? If so, did you sell it? If you did, you can get it via card drops.

If you follow the PAYDAY 2 Group, you can see it on the "Community" tab on the in-game market.
