PAYDAY 2 : Ultimate Edition free or not?
That make no sens! it says you already got PAYDAY 2 : Ultimate Edition in your library! I open it... and PAYDAY 2 (normal edition) OPEN ! WTF is appening? can someone can tell me how open PAYDAY 2 : Ultimate Edition?

You can't. The UE is just a fancy name for an edition with all DLCs.
But if you didn't buy all DLCs before the UE, you won't have access to everything.
