empty vault
am i just dumb or is my vault empty in my safehouse even though i got 40 million offshore money

if it's offshore, it's not in the vault is it?

Only spending cash will be in your vault.

9 mil is petty cash, you might find a pile ouside your vault somewhere, offshore is held in another country and is represented by a screen showing the figure.
