Why are cloakers so fast in this game compared to PDTH ?
why did Overkill turn a cool spec ops unit into some thicc anime ninja ?

Their quickness is compensated for the fact that they make a static noise when you're near them, and they make a really loud noise when they're charging you. I don't know why they changed it, though. I did rather like the way Payday the Heist's cloaker really made me want to check each and every single corner because they were so silent. I also liked the way they arrived in groups, so 3/4 of your team can go down in an instant if you're not careful.

Overkill, please readd cloaker groups. They were cool.

Well, its probably more scarier due to the fact that Payday the Heist is an immensely different game. In PDTH, you move a lot slower, you take a lot less damage, you can do less damage, and you have no skills. In PD2, if a cloaker roundhouse kicks your teammate, you can just yell him back up and not care. In PDTH, you had to eliminate the cloaker, eliminate the other cloakers near him, eliminate all the cops in the area, and just make sure that you had a safe place to revive your teammate. If your teammate was kicked in a wide open area with lots of cops, you pretty much only had one choice: abandon him. Teammates going down in PDTH are a lot scarier in general, because one teammate going down could cause a whole chain reaction where everyone else goes down as well. You had to stick together and help each other, or else you'd die. So it's not just the cloaker that has changed, but the entire game.

There technically are Cloaker groups because some spawn during "Hide Cloakers"

There technically are Cloaker groups because some spawn during "Hide Cloakers"
Yeah, but they don't spawn together in one place, and they don't do it during assault waves.

Well they also restricted the amount of Cloakers allowed to be spawned (that I think Hide Cloakers is excluded from) so groups of Cloakers just can't be doable anymore because of that limitation, same with groups of Dozers which were probably a thing as well.

Groups of Dozers weren't a thing in PDTH (unless it was a glitch), but groups of Tasers were. Although those are scripted spawns, I think.

Well, they need to have possibiliy to suprise a player, if they will be slow probably players can notice his presence more offten and easly kill him. They will be then just weak enemy, not danger at all.

Mildly Alarming Spawngroups mod, alongside other changes, makes cloakers spawn in three. Aggressive Cloaker mod makes cloakers rush you almost on sight. These two give you a pretty spicy combination
