The way dragon's breath works, you don't have to worry about base damage when using it, because it deals flat damage from fire anyway, and you don't use DB to kill targets to begin with, you use it for incap or triggering on hit skills, since it technically hits multiple times.
What matters is Ammo Pickup, so you can run on drops and dont depend on Ammo bags.
(With less priority, also mag size and reload speed.)
In that regard, Locomotive wouldnt be the best choice. Goliath has much better ammo pickup.
But I'd go with Grimm 12G. It's perfect for use with DB rounds.

Not entirely true.
If you play on Overkill/CS and you can allow to have a lower concealment, the Goliath is better, since it can kill snipers with the base damage. The Grimm can't do this.
If you play above Overkill, where snipers have more than 120 health, use Grimm since it has a bigger mag, a full-auto fire mode and more concealment and it doesn't really matter.
DB ammo does not ignite past 30 meters as far as I know. Snipers are further than this most of the time.
Unless you have a reliable weapon to kill snipers with on you aswell, damage matters a bit.
It is situational, and one could argue if it's a quality of life, but I for example am too lazy to change my guns for every sniper, so I like to use Goliath more.
So depending on the distance to the sniper it's almost never worth firing at him, even with decent raycast damage. Just use your other weapon. You could use Far Away to increase your max distance, but... that's sort of expensive skillwise.
Well... You can still crit on the shot, and the raycast damage still gets damage boosts if I recall.
Yes, Grimm is the best for setting hordes on fire.
