HELP: What is "SuperBLT"? and other questions.
Just to make it clear, I am not a cheater and I do not endorse cheating in any way, as personally I believe that it goes against the gameplay experience. Which is why I disbanded the game I detailed below.

I don't think I've encountered this before so I'll explain what happened. I started up a Locke: Below The Mountain (I can't spell) and naturally my pub lobby filled with pubs. Next thing I know as we're pushing towards the first Airlock loot deposites show up Where the "Box" was secured (The coffers) and 2250 of them were spawn (viewable by hitting tab), so I restart, I don't really want cheated boxes, if they wanted to do that they should host their own game, next thing I know we're playing the level for a bit and then 50 bags of "Coke" start being secured. at that point I check my player list for mods installed.

Both the low level players we're clean with no mods but the "XXV-100" had "SuperBLT" installed yet claimed they had no idea where the bags came from. I decided to quit to the main menu and re-buy the contract a few mins later as even though I made it clear I didn't want cheats after the 2250 boxes they still dropped 50 coke so there was no way a legit run would be possible at that point. Upon looking it up superBLT is a mod launcher, so that might answer my title question but I suppose what I really mean is:

"What does SuperBLT mean in the context of payday 2?" What sort of stuff should i expect to run into? And was it the SuperBLT guy who was spawning the loot? If so is there a way to ensure these kind of modderd can't join lobbies I host (I have no objection to Huds/Reskins/non-gameplay effecting stuff that people mod in, It's just these players that spawn bags, have every skill or carry multiple bags of gold like they're air that I'd like to avoid) so what would turning off "allow modded players" do in that sense, would it stop WolfHub users joining me for example?

Any insight into this would be much appreciated, I have 300+ hours in this game and I encountered situations like these very few times. If this post needs to be moved to a different section I am sorry i put it in the wrong one.

Alright so, SuperBLT is what allow people to use mods such as custom HUD's or weapon skins, custom maps, etc. The stuff you should run into mainly is just people who use HUD's or Silent assassin which makes it so if you do not alert a guard and kill him, the pager does not go off, or other semi-game changing mods. So your saying that everyone that was complaining about SuperBLT being broken after the update ousted themselves has potentional SA users meaning they are very possible to being banned from the game?

I disagree with the Silent Assassin part. SuperBLT enables modding. Nothing more nothing less.
What mods people use is their decision, and no, SuperBLT users are no prown to use SA.
SA is a convenience cheat mod.
What you encountered, OP, are people using hack tools to spawn bags. There tools do not need SuperBLT all the time. Well there are BLT bag spawners and there are simple hacking tools, or trainer as they were called a while ago.

SuperBLT and whatever BS you encountered are two separate things. SuperBLT is a mod launcher, yes. But it's used to launch a variety of mods. Some of them are innocent (glove retexturing, fps enhancing, HUDs, custom heists, etc.), some that could be/have been considered cheating but don't give you the ability to ruin other people's games (Silent Assassin, game rebalancing mods, custom weapons, Meth Helper, Berzerker Lives Matter), and some that are straight up hacks. It's important to note the differences. Just because someone has SuperBLT doesn't automatically mean they are malicious.
