Requirements for "The Turtle Always Wins"?

What are the actual requirements for this? The achievement reads:

"In the Art Gallery job, complete the heist in stealth within 4 minutes with each crew member wearing the Improved Combined Tactical Vest and no Armor Kit deployable equipped."

Does "each crew member" mean that I need a party of four, because, on my own on normal, I can get it done in about 3:30, or is it just bugged?

You don't need a party of four.

Just whoever is in the game (1, 2 or 3 works).

So a clear answer is:
You can solo this.

If achivement says "each member" you can solo, even with bots. If it says "4 man crew", then you need a 4 man crew.

Yep. Soloable. What was pissing me off was that I could gather all the paintings by around 3 min and have the alarm trip as I was loading into the van.

Just pulled it off. I feel like a champion.

General rule of thumb if you're wondering

All achievements that say "with each crew member" that doesn't specify the amount of people needed or doesn't have any mask specifications can be soloed (Juggernauts, Apartment Sniper for example)

Achievements that state 2 or more crew members (Boondock Saints, Reputation Beyond Reproach) or have a certain mask requirement (Ghost Riders, Winds of Change) are obviously not soloable
