The overpass is the hardest part where you need to keep Matt moving no matter what as getting sandwiched between two crowds of cops on both sides is a death sentence (no pun intended). Once you reach the top it's smooth sailing from there, even if Bile moves.
Also note that Bile doesn't wait for you to clear the top from cops, he waits for an assault break. It doesn't matter if you keep the place clean from cops or not. He only arrives when the assault ends. So if there's an assault break happening right when you arrive with Matt, then you are mostly ♥♥♥♥♥♥. Bile will arrive after the assault resumes, and will go to the alternate exit before the next assault break.

Base dodge 5 + rogue 45 + Duck and cover ace 10 = 60. no bot bonus

then what's the point of making a dodge build without having maximum or near max dodge chance?
On DSOD, you either extreme minmax, or you die in seconds.
