CrimeSpree is like an Arcade mode way of playing Payday 2.
To activate a CrimeSpree, it is near bottom of the row where you find the "Contract Broker", the one with a skull symbol.
Once activated, you will then have to decide on what "start" do you want. You can start at CrimeSpree level 0, at the beginning for free, or you can pay continental coins to start at a certain milestone or at a previous highscore.
Once that's taken care of, then you will have to select 1 of 3 heists to do, each one giving different CrimeSpree points based on the difficulty and length of the heist. For example, a longer loud heist like "Heat Street" for example will give more CrimeSpree points than a "Bank Heist: Gold".
Choose a heist among the 3 or you can pay continental coins to "reroll" the 3 maps.
Then you play the heist normally, however, the extra loot you gain doesn't count towards the rewards you'll gain in the end, since the way you earn rewards differs from the usual game. For example; On Cook-Off, cooking 3 bags of meth and securing it will yield the same rewards as cooking 10.
The CrimeSpree points then get added to the rank. Everytime a milestone is reached, there will be "Loud" and "Stealth" modifiers, you get to choose 1 of 3 to apply (the modifiers stack), but then the modifiers will stay there until the end of a CrimeSpree which is when you claim the rewards. These will change how the game works and plays during the respective heists. For example; a modifier for stealth can be that will be "Alarm will be sounded if more than 10 civilians are killed".
At every Milestone of 50, there will be a forced modifier that increases the health and damage dealt by EVERY enemy in the game. These will stack, which will amplify the health and damage of said enemies which increase the difficulty.
However, the greater your CrimeSpree rank is, the greater the rewards will be, so while it may be a challenge to play, the rewards will be worth it in the end.
After when you fail a heist, you can pay continental coins to retry again, or you can abandon it, effectively putting your CrimeSpree to an end. You will have to manually claim rewards, which can be done by opening the CrimeSpree menu again, and should be the first tab.
The rewards will include; Experience, Cash, continental coins and the "Loot card drops" (the card thing you choose after beating a heist) and unique skins that can only be earned from CrimeSpree drops.

Essay time, anyway, that's as much as I can bother to explain, CrimeSpree is really fun and enjoyable, and it's one of the only ways to reliably earn/farm continental coins.
I would advice against that as well in your case though, as you don't have too much Offshore Cash to spend. Unless you don't intend on buying any contracts in the near future.
