Afair, you're probably supposed to wait for a drill, or something (a bag outlined in orange somewhere on the map). It might help to pay attention to the audio in the game, as you usually get told what to do.
This game feels like a waste of money at this point, it's horrible at guiding the player to what they need to do and all the while it's pissing you off that way, hundreds of thousands of cops just keep spawning everywhere, relentlessly!
Yeah, you need to look around and figure things out. Expecting every item you need highlighted for you so that you basically just run around picking things up is not going to help you learn the game. For a start, play the tutorial levels if you haven't already.
Listen to the instructions, go the markers and then look around for items that can be collected. Play on normal - it shouldn't be too hard. While there are lots of cops, they do limited damage.
Also, read guides. I read several before playing and during my first hours in the game - I read guides on what types of enemies there are, maps I struggled with etc. Post in the right sub-forum and ask people to join you - they could be new players also willing to learn, or more experienced players willing to help out. There is a lot of trial and error here. I was pretty rubbish when I started and failed a lot, but some generous players gave me lots of advice and I read guides to help me get better. You're going to have to put some work in.
I feel really bad for you if you feel like the only way to enjoy entertainment is for it to completely insult your intelligence by holding your hand at every single step, and not letting you figure things out on your own.
To the OP though... a lot of heists require you to do good amount of exploring until you get familiar with the objectives and map. So in this case you need to find the C4, located somewhere on the map.
You'll run into a similar problem if you play Beneath the Mountain, where the first objective is only explained by Locke via audio.
My standard advice for new players (or even vets on new heists), is stealth the heist first to learn the map, and then play on Normal difficulty to learn the objectives. After that... you can jump to DS-OD for the challenge.
