Then shooting the camera breaks ALL hints and UI things that pop up on a level anyway, so I restarted the game, and NOW i have to re-start the tutorial missions from the beggining (as in play through the previous first mission again). This game has some serious issues!
Yes but the first time i tried it was giving me that message when I tried to place it on walls floor and the security camera.
ECM jammers last 20 seconds, but that duration can be lengthened by upgrading your skills.
While ECM jammers are active, all cameras in the map will be disabled, and civilians will not be able to call the police. Upon upgrading the ECM Specialist skill, guard pagers will be delayed until the ECM effect is over.
The ECM jammer's effect will not work on metal detectors, laser detectors, etc. If a camera has fully detected you, the ECM jammer will not do anything against that either.
ECM jammers also have the ability to open ATM machines, giving you some extra cash. You can also open doors that require keycards using ECM jammers, but you'll need to ace the ECM Overdrive skill.
You can also convert SWAT turrets into your side temporarily while the effect is active, making the turret shoot the police instead of you and your crew. However, when the ECM jammer effect is over, the turret will return back to normal and return to shooting at you and your crew.
ECM feedback can be activated by holding your interaction key while looking at an already active ECM jammer. Upon feedback being activated, every enemy in the map will be temporarily incapacitated due to the loud ECM noise, giving you some extra time to kill them (this effect does not work on cloakers). But if the map is on stealth, every guard will get alerted and the alarm will go off.

I know to experienced players this may have been dead simple but I just started playing the game today, didn't think to get close to a wall to deploy the device, and the tutorial does not say to do this at all. It will, however, continually berate you until you eventually figure it out...or Google the answer as I just did.
