They don't prevent them from trying, but they do block any call from getting through.
Yes, they do. However, they don't stop certain alarm buttons, (Bank Heist, not sure about No Mercy), and can block some objectives, (Opening train doors in Murky Station)

No Mercy panic buttons do work like any other. Didn't know traincar door controls get jammed though.

The block it if they call hasn't started yet. If a camera has already seen you, or someone already got far enough into the call, it will go through. If you drop an ECM, then get seen and they start trying to call, it will block for the duration.

A Civilian will say "Why is no one picking up?!" While the ECM is active and they are attempting to call.

I'm pretty sure it's a window at that point if you do it the moment you see the phone its possible to get blocked because I've done that plenty of times whenever I got caught which allowed me a few extra seconds to get to the person making the call (mostly a guard) and to put them down!

As long as the phone still has "buzzing" signs around it, the call can be interrupted.

If you have skilled ECM (Shinobi top tier ACED), then yes.
Otherwise, no.
Exception, the hacker perk deck, but those 2 pocket ecm only last for 12 secs, but they do block calls and cams for 6s.

Even the most basic ECM will block calls.

All ECMs will block phone calls if you start them before the calls is “completed”

Upgraded ECMs will also stop pagers from going off until the duration of the ECM is complete.

ECMs will also stop a camera from alerting, however if the camera was already alerted to something prior to you placing or starting an ECM the camera has already alerted and the map will go loud. Cameras will alert to a multitude of things such as drills, bags, dead bodies, tied civilians, or on some heists open vaults. I do believe they fixed cameras alerting to the open timelock in Big Bank though.

ECMs will not stop civilians from pushing the panic button on Bank Heist or No Mercy. ECMs will not stop the glass alarm from alerting on Diamond Store or Car Heist. And ECMs will not stop the “heart rate” alarm on No Mercy if you kill any civilians.

ECMs also do not affect lasers. If the laser is static, bags can trigger the alarm. If the laser changes, such as Go Bank or Big Bank, bags will not trigger the alarm even if they touch it.

ECMs can sometimes negatively affect a heist as well, for example the hack in Car Heist is suspended while under ECM use.
