Report a translation problem
The only difference between the successful run and the other failures was civilians on the street NOT being alerted through the windows. I moved the few back that were visible and completed the heist without anyone from the street looking in and getting alerted. Seemed to have worked.
And, yeah, its possible by yourself. I did it that way. It'd be waaaaay easier with a crew though.
Only thing I have not tried is only having the set 14 bags of loot. Is that all you need to do this??
I believe there might be a bug / glitch with this achievement as I've tried all loot and bags only loot (all 18 or so) and no achievement. So hopefully overkill will release a patch.
Can you tell me what you did in detail?

- Civs outside the store by the windows got alerted but we tied them and pulled them back into the store before securing all of the bags.
-Also you dont need to secure the bags of money that can spawn in the safes as we completed it by securing all of the bags of jewelry.
-The heist doesn't have to be completed to get the achvievement.
I'm assuming that the nonbaggable items that can be picked up don't count towards the achievement but we did take all of the nonbaggables in the store.
I think that to get the achivement all of the tied civs just have to be in the store when you secure all bags.
Also no civs were killed or untied
The "zone" is everywhere within the showroom, up till slightly beyond the top of the stairs. The manager will be an issue, as she will walk into the showroom and then disable the achievement by either walking upstairs to her office, or out of the store front.
A full crew can ECM rush to secure the place, while a solo player can restart until they get the manager in the office.

And you mean outside civi can be alert?
Manager can walk in. But walk out = fail. Outside civi doesn't matter, kill or tie up to you but don't let them walk in and out of the store.

throw bags to the van achievement will popup.
