Due the amount of spawned enemies raised to the point that 32-bit barely handle and the spawn rate along with how assault break currently work, you will have a lot of stupid brain dead cops as enemies and that cost with the performance.

TL;DR version
Spawn rate and cap along with current broken assault break cause this issue
It happens to me even in stealth missions with few enemies, I have 64-bit w10
Do you use any mods at all?
Depends what screen resolution and other graphic details you picked, I play payday 2 on a crappy laptop with 720p and lowest settings and I can play it at around 59 highest and 30 at lowest.

But because of what payday 2 engine is, it's normal even mid-tier to high-tier pc can't run it smoothly (i.e. Golden Grin Casino or other heist with big map size)

If all else fails you can install performance mods like Low violence mod or No Post Processing!+Outlines ON+No Blue Filter on Main Menu mod. I tried it before and it works! Giving me more stable and high fps.

Hope this helps and Happy Heisting~!
PAYDAY 2 does not work that well with GTX 10**

There are YouTube videos bench-marking GTX-10XX series graphics card HERE and it shows it works just fine with max settings. Maybe flush GPU option was on? Or the game is running with integrated graphics instead of dedicated graphics?

(Note:the video maker using different pc specs but in theory even with a different CPU it should run at a stable fps, at-least not as low as 40.)

I play on 1366x768 resolution and lowest settings, im gonna try it. Thanks for help
Try these settings :
Depth of field off
Flush GPU off
Shadow Quality low
AA - SMAA
Ambient occlusion off
Parallax mapping off
corpse limit low

Main FPS hitters for me are Ambient Occlusion, Parallax mapping and Corpse Limit(usually after 200+ cops were killed).

Rest of the settings are up to you, but I got everything else maxed. I use Frame Rate Limit 60, since I got only 60 Hz monitor.
My specs :
i5-4460, 16 GB RAM, GTX 970, Win 10 Pro
Make Sure you have 2x8 ram running in dual channel.
I7-8700K
32GB Ram
GTX 970
Win 10
144HZ monitor
got everything on high
FPS unlimited (141-150 mostly)
i got no problems at all
U can't actually throw a CPU comparable to 6 yeard old Celeron Payday-wise and call this "a good computer". U can't do much with FX here unless u're good with overclocking, but then u wouldn't create this topic in a first place.
And why would u run 720p low settings anyway? It's CPU bottleneck, not GPU, u can easily go with 1080p very high.

I mean good enough to play decently, I'm sorry. I have friends with the same CPU playing it at 100-120 stable fps, that's why I find it weird.

Well while FX is an awesome thing in many ways, it can make things a bit complicated, especially when it's unable to rely on a number of cores it has. Just the other day I've explained those complication to a guy with a Threadripper, so u might try your luck figuring out if any of that might help u aswell.
