Nope
You don't go "down" the second time. You die -> get in custody
After the heist you can look into your statistics and you can see that you won't have 2 downs
But in order to get into custody you actually need to be "downed" first which means get your health reduced to 0 but this time instead going into bleedout you go into custody.
So that still looks like two downs to me.
There is no line of bain telling you "<Char Name in here> is downed!" he just tells you that "<Char Name in here> is in custody."
You neither can be picked up out of custody, nor be inspired.

Vice versa you can't use Stockholm to get up after being downed, but after being sent to custody.
According to HP, yes you're right, but technically you can only be "downed" one single time (without Nine Lives)
