The game even auto kicks people if they carry too many bags.
So no i don't think it will ever be implemented.
The mod for carrying multiple bags is a major cheat. The whole "we should be able to carry more than one bag" thing is also a very common and at this point dreary question.
They'll never make it so. It's just not how the game is balanced. The engine can't handle it. It would reduce the aspect of teamwork. Etc etc. Always a reason as to why it cannot be.
At this point it would be better to request more methods of transporting bags in levels I.E bag shortcuts, ziplines, bag mortars/cannons, nanomachine robots who dissassemble the bag and then reassemble it in the escape van etc etc..
It's just as likely to be implemented, AKA not at all.

This can also happen, because of desync, like it happened in that screenshot.
Next time you better listen to people who play this game long enough.
2 bags of coke on the back if below ictv or 2 bags of money on the back if in a suit, 2 additional bags need to be carried in arms taking place of your primary and secondary. The rest of the team would escort you and tank damage or something.
The problem is PD2 isn't a game to require a carrier role. Even if it's a server or several nukes, it's no problem to carry all that stuff with bots or divided between players. Might work for pd3 though.
