Refresh rate problems
game starts in 1280x720 with 60Hz for no reason. Whenever i put 1920x1080 it goes at 24p refresh rate having terrible graphics and bad framerate.

Try changing the refresh rate in renderer_settings.xml after you set your resolution.

renderer_settings_.xml is located in your <user name>\AppData\Local\PAYDAY 2
