Quick question about that. Light crossbow for less ammo needs?
Too bad it only comes with Hotline Miami: Probably will get it with the next steam sale either way.
I'm gonna guess it's because Light crossbow have better rate of fire + reload speed (if you're comparing it with Heavy crossbow, of course).
Also, dodge builds still work, and not as bad as most people claim to be, just you won't be nearly invincible everytime you crouch and run, it's more like a 3-5 seconds peek time before breaking your armor and yolo objective stuffs.
Might as well talk about some perks.
Anarchist is up there on the tier list with rogue if you're looking for alternative, armor-gating is something, although you won't be able to yolo run to objectives. I'd argue this perk needs the least skill points to sustain itself on One Down, Suit Anarchist is already good enough, bullseye aced enchances it.
Stoic is good too paired with hostage taker, it's the only perk where you can feel like you're tanking something in One Down imo.
Other perks can work too, but I found above to be top 3 people use in nearly every room on pub.
General skills that are currently must have are inspire and nine lives (+1 down), the rest is up to your preference. I might consider dropping nine lives later since we get more downs anyway.
For weapons, experiment or research for weapons (either primary/secondary) that can do enough damage or is above headshot breakpoints of your preference with good ammo pickup rate so you can sustain ammos. I found PP-Bizon good enough with 80+ damage and good ammo pickup (RIP DMR rifles). You can either bring another weapon that fits the criteria, or an utility weapon such as crossbow/GL to give you crowd control ease.

Although the build still has room for improvement (aced sneaky for 13 risk? not really efficient), it works.
To improve it, simply mod for concealment/find a loadout that can get you about under 7 risk and make sneaky+lowblow basic. And invest those skill points somewhere else
Or you can just improve the guns stats while keeping it under 25 risk.

(alterations: AP Slug also works on Judge. Can replace the Wide stock for a Skeletal and get a 1 concealment sight of your choice. Can replace Wide Stock for skeletal, and replace Stability boost for Concealment to get Big Brother magazine on IZHMA)

Weapons - LMGs and Auto Shotguns are the most OP weapons atm. For secondary either an AP weapon or a Grenade Launcher.
Perk Decks- Anarchist, Rogue and Stoic
Skills - try to take skills that complement your perk deck, for example:
Take FAKs & Hostage Taker when playing Stoic, Sneaky B4stard w/ Rogue and Bullseye w/Anarchist. Nine Lives aced on all occasions, no need for Swan Song unless playing dodge.
Throwable - Flash grenades, or the flask if playing Stoic.
Deployables - FAK w/ Stoic, Medic Bags for everything else.
I tried to give a vague answer for a reason - you must try it for yourself to see what works best for you. At the end of the day, experience beats even the need of a good build, like this No Skills run on Big Bank by striler:
